B. Background

Disasters take a huge toll on the development agenda of SAR countries. Between 2000 and 2017, disasters in South Asia incurred estimated damages of US$ 149.27 billion. Public expenditure is under stress by the repeated need to reallocate capital budgets away from long term development planning and towards reconstruction activities in post-disaster environments. For example, since 2005, Pakistan has suffered losses on the order of US$ 16 billion due to natural disasters. In Bangladesh, 2007 Cyclone Sidr resulted in damages and losses of US$1.7 billion, or 2.6 per cent of GDP.

To increase resilience and achieve climate commitments, there is a need for a transformational shift towards policies and institutions that enable climate resilient investments. Investing in more resilient infrastructure is both profitable and urgent as disruptions are extremely costly for governments, households and private sector and large ongoing investments in infrastructure assets will have long-lasting repercussions as poor maintenance and natural disasters result in a vulnerable stock.

With the financial support from the World Bank Group, ADPC will be implementing a five years’ project, titled “Climate Adaptation and Resilience Project for South Asia” (CARE). The project aims to create an enabling environment for climate resilience policies and investments across South Asia. This objective will be achieved through enhanced regional cooperation and knowledge exchange for climate resilience and adaptation and mainstreaming of resilience and adaptation in national policies, plans and investments.

Scaling up the climate-resilient infrastructure strategy for strategic and rural roads plays a vital role in satisfactorily implementing all the required components of the project. It would involve development of standardized geospatial databases and other data for climate-related risk assessments on the transport sector.

Accordingly, a highly qualified and experienced Resilient Transport Sector Specialist will be required to provide technical support in developing relevant climate adaptation strategies for the transport sector in selected countries and reviewing existing standards and guidelines. S/he will be selected on competitive basis following World Bank Procurement Regulations.

The objectives of this consultancy service are to:

  • Technical input in revising guidelines (regional and countries) on climate-risk informed design and construction in the transport sector;
  • Support in risk assessment of the transport sector, including review and making geospatial databases of transport sectoral data, that will be used for the development of climate inclusive risk profile of transport sector in Bangladesh and Nepal
  • Support in conducting consultations and workshops to finalize methodologies for strategic and rural roads in Bangladesh and Nepal
  • Conduct training needs assessment and capacity building initiatives on climate change adaptation in the transport sector of the two focus countries

C. Statement of Intent

The Resilient Transport Sector Specialist will provide technical support in revising guidelines (regional and countries) on climate-risk informed design and construction in the transport sector, as well as reviewing existing climate-related hazard and risk-assessment approaches to develop inclusive risk assessment and climate change methodologies for strategic and rural roads in Bangladesh and Nepal. The Consultant will further support in reviewing regional guidelines and standards for climate resilient transportation infrastructure to identify key gaps and issues to support in capacity building.

The Resilient Transport Sector Specialist will be based in Bangkok, Thailand.

Note:

It is not the intent of this Terms of Reference to cover every aspect of the position requirements, rather to highlight the most important areas of personal and joint responsibilities.

D. Duties and Responsibilities

The Resilient Transport Sector Specialist shall be responsible for:

Review and Analysis:

  • Lead in reviewing regional guidelines, as well as the context of Bangladesh and Nepal and international best practice, on climate resilient transport infrastructure to identify needs and issues in transportation sector and support in drafting a report on gaps in current standards and guidelines for climate resilient transport infrastructure at the regional level;
  • Provide inputs in regional guidelines on resilient transport infrastructure, based on above review;
  • Undertake stocktaking of key barriers at national level towards operationalizing climate resilient roads strategy in Bangladesh and Nepal specifically;
  • Provide technical input in revising national guidelines on climate resilience for roads in Bangladesh and Nepal, based on above-mentioned stocktaking exercise;
  • Support Gender and Inclusion Specialist in developing an action plan to mainstreaming gender into budgeting, planning and transport sector development processes;
  • Manage the work plan and outputs of field Transport Specialists located in Bangladesh and Nepal.

Risk Assessment:

  • Provide technical inputs in conducting regional hazard, vulnerability and risk assessment for transport sector;
  • Technical input in collecting and evaluating geospatial data and other data needed for climate-related hazard, exposure, vulnerability, risk assessment for rural roads in Bangladesh and roads in Nepal to establish standardized geospatial databases needed;
  • Support in organizing consultations and workshops to finalize risk assessment and climate change assessment methodologies for roads in Bangladesh and Nepal;
  • Provide technical inputs to the report on evaluation of geospatial data for climate-related hazards for roads and to standardize geospatial databases in Bangladesh;
  • Provide technical inputs towards conducting climate inclusive vulnerability and risk assessments for Bangladesh and climate inclusive hazard assessment for Nepal;
  • Support developing hazard specific climate change scenarios suitable for resilient development planning in Nepal;
  • Support in stocktaking and develop a report on the current status of slope stabilization and protection using bioengineering/nature-based solutions in Nepal.

Support capacity building by:

  • Supporting the design of the training needs assessment on climate change adaptation and infrastructure design, climate public policy and climate finance in the transportation sector of two focus countries;
  • Providing inputs towards developing training workbook and support materials for inter-country and in-country customized training;
  • Assist in capacity development, awareness raising and Training of Trainers for national and sub-national agencies on hazard, vulnerability & risk assessment in Bangladesh and Nepal;
  • Conducting capacity building on climate-risk informed design and construction;
  • Facilitate policy dialogue and consultation events at regional level. Develop communication, knowledge-sharing documents and dissemination of best practices;
  • Perform other relevant tasks as assigned by the Project Director (PD).

E. Qualifications

The candidate should at least have

  • A bachelor and a master’s degree in one or more subjects in transportation engineering, construction, disaster risk management, infrastructure, or equivalent combination of education;
  • At least 10 years of experience on transportation sector development, and having specific expertise in climate change adaptation and resilient transport infrastructure development is preferable;
  • Experience in developing climate-resilient strategies and innovative implementation of subsequent climate-resilient design and engineering practices;
  • Experience in utilizing geospatial data and other data for climate-related assessments;
  • Excellent English proficiency oral and written communication, including a demonstrated track record in technical report writing and ability to communicate technical matters effectively to general audience;
  • Experience on conducting training needs assessment and capacity building in relevant field would be an advantage;
  • Strong understanding and knowledge of climate change impacts on transportation sector in South Asia;
  • International experience would be a plus.

F. Reporting Relationships

The Resilient Transport Sector Specialist will report to the Project Director and work in close coordination with Director, Geospatial Department, ADPC. The specialist will also coordinate with the other CARE project specialists at the regional and national level to carry out different activities under the project.

G. Contract Duration

The contract duration will be for 1 year. The consultant’s performance will be reviewed on a quarterly basis.

JOB DESCRIPTION **

GENERAL MISSION:

The MHPSS Technical Officer will organise and manage the MHPSS activities of a short-term project related to a COVID-19 response, funded by UNHCR. Other important aspects of the role include training national and camp-based staff on basic MHPSS delivery, encouraging beneficiary participation, promoting inclusion, liaising with other stakeholders and contributing to the development of MHPSS components for future project proposals.

Responsibilities:**

Responsibility 1: Plan, monitor, implement the MHPSS activities related to a short-term COVID-19 response

Aim: Ensure that MHPSS activities are implemented on time with the adequate quality of services.

Benchmarks: activities are implemented on time, beneficiaries’ satisfaction.

Activities:

Planning:

· Provide psychosocial support to persons with disabilities, their caregivers/ family members who are selected high risk cases or cases in need of specialized psychosocial support or mental health interventions;

· Assist the Project Manager in the formulation and development of the project planning, with a focus on MHPSS activities;

· Remain overall responsible at the field level for the proper implementation of MHPSS activities;

· Provide advice and support to the Project Officers and Project Manager in the implementation of field activities related to psychosocial support;

· Contribute to the development of the tools needed for implementing the MHPSS activities and to their review and adjustment;

· Supervise a MHPSS need assessment among persons with disabilities supported by HI and identify most at risk cases related to COVID-19 and camps lockdown;

· Define containment kits and support the Project Officers for purchase request and efficient distribution;

· Develop satisfaction survey tools, in coordination with DSI Project Manager, Technical Unit Manager and MEAL manager;

· Input into the identification and analysis of the project good practices;

· Provide inputs and technical recommendations to be used for future proposal for MHPSS project;

· Ensure that his/her Line Manager is regularly informed and reported about concerns or difficulties faced at the field level.

Responsibility 2: Empower, build capacity and coach HI national and camp-based staff in regards to basic mental health and psychosocial support.

Aim: Build capacity of HI staff to be able to provide community services with high quality standards.

Benchmarks: Camp-based and national staff has basic MHPSS knowledge in respect with international (IASC) and HI standards

Activities:

· Support the DSI Project Manager in the training need analysis of the team;

· Develop appropriate and disability-friendly training materials and tools to be implemented at camp level in collaboration with HQ technical advisors and the regional Technical Unit Manager (TUM);

· Build basic MHPSS skills of the DSI national and camp-based staff and support their ongoing learning and implementation of competency-based skills and knowledge through coaching, mentoring, case study analysis, in order to implement activities at the field level to the full satisfaction of the project;

· Train HI team members on the disability friendly interviews techniques and implementation of psychosocial assessment.

Responsibility 3: Ensure communication, networking and coordination at field level

Aim: Under the supervision of the DSI project manager, ensure implementation of good practices and good communication.

Benchmarks: the project services are involved in mainstream camp services (health, MHPSS, protection etc), moreover partners, camp authorities and camp committee recognise HI activities.

Activities:

· Reinforce networks for referral of persons with disabilities who are high risk cases and ensure regular follow ups of cases in need of additional psychosocial and mental health support;

· Participate and represent HI in relevant working group meetings/Forums (health, MHPSS, protection) at camp and national level to enhance coordination and foster good working relationship with partners

· Assist the Project Manager to ensure that disability issues are incorporated at the field level or supported by the organization within a culture of rights based approach;

· Ensure that the internal regulations, operating procedures and security rules are applied at field level;

· Maintain good internal communication, good team spirit and efficient circulation of information among HI and other stakeholders;

· Communicate the project achievements and contribute at the regular coordination meetings;

· Enhance HI’s visibility in the refugees’ camp and stakeholders’ networks;

Qualification Required:

Education: At least bachelor degree in psychology, mental health or related field from a recognized university. Clinical experience is a plus.

Experiences:

· Minimum of 2 years’ experience with prominence in psychosocial and mental health assignments,

· Experience in disability sector strongly recommended,

· Proven experience in use of community-based approaches for the management of psychosocial and mental health issues,

· Experience in application of innovative/creative and evidence based psychosocial and mental health models,

· Experience in case management,

· Experience in conducting trainings and on-the-job capacity building of national and community workers.

Technical Skills & Cross Cutting Skills:

· Knowledge and experience in INGO project implementation.

· Experience in working with local partners, community-based organizations or public authorities.

· Experience in working in temporary shelters in Thailand.

Language skills:** Good English and Thai language (oral and written), with good local language (Karen/Burmese)

WORKING ENVIRONMENT

HI carries out activities in Thailand around 3 pillars:

1/ Armed Violence Reduction (AVR) including Mine Risk Education,

2/ Inclusion with Disability Social Inclusion (DSI),

3/ Health and Rehabilitation with project covering physical rehabilitation.

The Monitoring Evaluation Accountability and Learning (MEAL) Manager is based in Mae Sot office under the supervision of the Country Manager.

His/her mission is to implement and manage the MEAL framework of the HI program in Thailand, and to support the project teams to monitor the MEAL framework. S/he guarantees compliance with Humanity & Inclusion and donors’ guidelines on MEAL aspects.

The MEAL Manager works in close collaboration with all of the projects’ teams in Thailand, but also with the regional technical unit in Yangon. Frequent travel in the different areas of work (mainly refugee camps along the Thai-Myanmar border) have to be foreseen.

The MEAL Manager directly supervises a Data manager.

Responsibilities:**

Responsibility 1: Develop and implement the MEAL framework in HI Thailand

  • In close relation with the country manager and technical unit manager, contribute to the implementation of HI’s MEAL policy and quality framework across the different projects;

  • In close relation with the country manager and technical unit manager, develop induction trainings module for projects’ staff on MEAL and Project Cycle Management;

  • In close relation with the country manager and technical unit manager, contribute to the implementation of the accountability mechanism in HI projects;

  • Maintain standardize MEAL monitoring and reporting tools and maintains data base in close collaboration with the data manager.

Responsibility 2: Manage the MEAL framework to support quality projects management

  • Provide support to projects’ team to create and implement their M&E plans, including support in tools development, data collection, data management, and data analysis according to projects’ needs and outcomes;

  • Develop and manage the projects’ MEAL monthly reports to support projects team in the monitoring of their indicators and projects’ outcomes;

  • Support projects’ teams to develop appropriate tools and practices to ensure quality management of their activities;

  • Support projects’ teams for surveys and studies implemented in their projects in particular those related to impact’s measurement (baselines, endlines, KAP survey, situational analysis, impact assessment, evaluation etc);

  • Contribute to quarterly and annual projects’ reviews and provide inputs to project and partner staff on methodologies and MEAL;

  • In collaboration with the data manager, develop and maintain databases where data and indicators are tracked; ensure that these databases are accurate and that data is cleaned, coded correctly and kept confidential;

  • Provide data analysis and checking processes, and assist in drafting qualitative reports for effective programme management;

  • Help develop and write sections on M&E in project proposal (covering indicators, budgets and M&E framework);

  • Provide technical support to ensure that M&E information is used successfully and adapted to target audiences during operational and strategic decision-making;

  • Informs the Country Manager of any unmet targets, contextual changes (risks and opportunities) and negative effects on beneficiaries;

  • Provide advice and methodological support during the recruitment of M&E consultants (by drafting terms of reference recruiting and following up on consultancy);

  • Conduct field visits for support and monitoring purpose upon request.

Responsibility 3: Contribute to the program development and propose innovative approaches to increase the quality of the MEAL framework of the program

  • Propose introduction of new technology, methods and approaches in order to improve the quality of the MEAL Framework;

  • Help develop and write sections on M&E in project proposal (covering indicators, budgets and M&E framework)

Responsibility 4: Manage the Data Manager

  • Appraise the staff under his/her direct supervision and provide guidance as required and input into the definition of annual objectives;

  • Analyze the training need for the staff under his/her direct supervision;

  • Ensures dialogue and participation of his/her team member;

  • Follow up upon staff leave in collaboration with human resource department;

  • Guide and frame the work of staff as per his/her job description.

Qualification Required:

Education: Minimum of a Bachelor’s Degree economics, development, social sciences or other relevant fields, with Post Graduate training in M&E or Project planning and Management**

Experiences:

  • A minimum of 3 years of experience designing and implementing MEAL systems with INGO for internationally funded programs

  • Experience with monitoring and evaluation techniques to assess the quality and effectiveness of program strategies for program learning

Technical Skills & Cross Cutting Skills:

  • Ability to work across various teams with excellent interpersonal skills, with demonstrated ability to build capacities

  • Technical skills including design of evaluation tools, evaluation planning and management, analysis of qualitative data, and results reporting

  • Strong oral and written communication skills, with report writing skills

  • Relevant computer software skills, including at a minimum MS Office and Excel

Language skills: Fluent in English and Thai language. Burmese or Karen languages an asset.

• Support review of Manufacturing process Flow, Assembly drawings, Test Procedure/Reports and Quality checklists prepared by PBTS to ensure proper implementation of work and checking methodology.

• Able to identify the manufacturing quality failures and conduct through investigation inclusive of 8D method to ensure no re-occurrence.

• Continuously review sub-contractors QAQC activities and QMS implementation on site and suggest improvement as needed.
• Conducts Inspection on site.

Purpose of the job

A. About Asian Disaster Preparedness Center

ADPC is an autonomous international organization with a vision to reduce disaster and climate risk impacts on communities and countries in Asia and the Pacific by working with governments, development partners, international organizations, NGOs, civil society, private sector, media, and other key stakeholders.

Established in 1986 as a technical capacity building center, ADPC has grown and diversified its expertise across social and physical sciences to support sustainable solutions for risk reduction across a broad range of specialist areas. With over 100 staff from 19 different nationalities and a wide range of professional expertise from atmospheric scientists to social scientists with experiences from all levels of engagement typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) in an effective manner. ADPC is a competent regional resource center and has seven thematic departments: ADPC Academy, Risk Governance, Climate Resilience, Urban Resilience, Health Risk Management, Preparedness for Response and Recovery, Geospatial Information. B. Background

Disasters take a huge toll on the development agenda of SAR countries. Between 2000 and 2017, disasters in South Asia incurred estimated damages of US$ 149.27 billion. Public expenditure is under stress by the repeated need to reallocate capital budgets away from long term development planning and towards reconstruction activities in post-disaster environments. For example, since 2005, Pakistan has suffered losses on the order of US$ 16 billion due to natural disasters. In Bangladesh, 2007 Cyclone Sidr resulted in damages and losses of US$1.7 billion, or 2.6 per cent of GDP.

To increase resilience and achieve climate commitments, there is a need for a transformational shift towards policies and institutions that enable climate resilient investments. Investing in more resilient infrastructure is both profitable and urgent as disruptions are extremely costly for governments, households and private sector and large ongoing investments in infrastructure assets will have long-lasting repercussions as poor maintenance and natural disasters result in a vulnerable stock.

With the financial support from the World Bank Group, ADPC will be implementing a five years’ project, titled “Climate Adaptation and Resilience Project for South Asia” (CARE). The project aims to create an enabling environment for climate resilience policies and investments across South Asia. This objective will be achieved through enhanced regional cooperation and knowledge exchange for climate resilience and adaptation and mainstreaming of resilience and adaptation in national policies, plans and investments.

Scaling up the climate-resilient infrastructure strategy for strategic and rural roads plays a vital role in satisfactorily implementing all the required components of the project. It would involve development of standardized geospatial databases and other data for climate-related risk assessments on the transport sector.

Accordingly, a highly qualified and experienced Resilient Transport Sector Specialist will be required to provide technical support in developing relevant climate adaptation strategies for the transport sector in selected countries and reviewing existing standards and guidelines. S/he will be selected on competitive basis following World Bank Procurement Regulations.

The objectives of this consultancy service are to:

· Technical input in revising guidelines (regional and countries) on climate-risk informed design and construction in the transport sector;

· Support in risk assessment of the transport sector, including review and making geospatial databases of transport sectoral data, that will be used for the development of climate inclusive risk profile of transport sector in Bangladesh and Nepal

· Support in conducting consultations and workshops to finalize methodologies for strategic and rural roads in Bangladesh and Nepal

· Conduct training needs assessment and capacity building initiatives on climate change adaptation in the transport sector of the two focus countries

C. Statement of Intent

The Resilient Transport Sector Specialist will provide technical support in revising guidelines (regional and countries) on climate-risk informed design and construction in the transport sector, as well as reviewing existing climate-related hazard and risk-assessment approaches to develop inclusive risk assessment and climate change methodologies for strategic and rural roads in Bangladesh and Nepal. The Consultant will further support in reviewing regional guidelines and standards for climate resilient transportation infrastructure to identify key gaps and issues to support in capacity building.

The Resilient Transport Sector Specialist will be based in Bangkok, Thailand.

It is not the intent of this Terms of Reference to cover every aspect of the position requirements, rather to highlight the most important areas of personal and joint responsibilities.

D. Duties and Responsibilities

The Resilient Transport Sector Specialist shall be responsible for:

Review and Analysis:

· Lead in reviewing regional guidelines, as well as the context of Bangladesh and Nepal and international best practice, on climate resilient transport infrastructure to identify needs and issues in transportation sector and support in drafting a report on gaps in current standards and guidelines for climate resilient transport infrastructure at the regional level;

· Provide inputs in regional guidelines on resilient transport infrastructure, based on above review;

· Undertake stocktaking of key barriers at national level towards operationalizing climate resilient roads strategy in Bangladesh and Nepal specifically;

· Provide technical input in revising national guidelines on climate resilience for roads in Bangladesh and Nepal, based on above-mentioned stocktaking exercise;

· Support Gender and Inclusion Specialist in developing an action plan to mainstreaming gender into budgeting, planning and transport sector development processes;

· Manage the work plan and outputs of field Transport Specialists located in Bangladesh and Nepal.

Risk Assessment:

· Provide technical inputs in conducting regional hazard, vulnerability and risk assessment for transport sector;

· Technical input in collecting and evaluating geospatial data and other data needed for climate-related hazard, exposure, vulnerability, risk assessment for rural roads in Bangladesh and roads in Nepal to establish standardized geospatial databases needed;

· Support in organizing consultations and workshops to finalize risk assessment and climate change assessment methodologies for roads in Bangladesh and Nepal;

· Provide technical inputs to the report on evaluation of geospatial data for climate-related hazards for roads and to standardize geospatial databases in Bangladesh;

· Provide technical inputs towards conducting climate inclusive vulnerability and risk assessments for Bangladesh and climate inclusive hazard assessment for Nepal;

· Support developing hazard specific climate change scenarios suitable for resilient development planning in Nepal;

· Support in stocktaking and develop a report on the current status of slope stabilization and protection using bioengineering/nature-based solutions in Nepal.

Support capacity building by:

· Supporting the design of the training needs assessment on climate change adaptation and infrastructure design, climate public policy and climate finance in the transportation sector of two focus countries;

· Providing inputs towards developing training workbook and support materials for inter-country and in-country customized training;

· Assist in capacity development, awareness raising and Training of Trainers for national and sub-national agencies on hazard, vulnerability & risk assessment in Bangladesh and Nepal;

· Conducting capacity building on climate-risk informed design and construction;

· Facilitate policy dialogue and consultation events at regional level. Develop communication, knowledge-sharing documents and dissemination of best practices;

Perform other relevant tasks as assigned by the Project Director (PD).

E. Qualifications

The candidate should at least have:

· A bachelor and a master’s degree in one or more subjects in transportation engineering, construction, disaster risk management, infrastructure, or equivalent combination of education;

· At least 10 years of experience on transportation sector development, and having specific expertise in climate change adaptation and resilient transport infrastructure development is preferable;

· Experience in developing climate-resilient strategies and innovative implementation of subsequent climate-resilient design and engineering practices;

· Experience in utilizing geospatial data and other data for climate-related assessments;

· Excellent English proficiency oral and written communication, including a demonstrated track record in technical report writing and ability to communicate technical matters effectively to general audience;

· Experience on conducting training needs assessment and capacity building in relevant field would be an advantage;

· Strong understanding and knowledge of climate change impacts on transportation sector in South Asia;

· International experience would be a plus.

F. Reporting Relationships

The Resilient Transport Sector Specialist will report to the Project Director and work in close coordination with Director, Geospatial Department, ADPC. The specialist will also coordinate with the other CARE project specialists at the regional and national level to carry out different activities under the project.

G. Contract Duration

The contract duration will be for 1 year. The consultant’s performance will be reviewed on a quarterly basis.

Position Description

The NSM Legal Officer is a member of the RSD team. S/He will assist the RSD Team Lead in the “Protected Person” status determination process under the Royal Thai Government’s National Screening Mechanism (NSM), refugee status determination cases with UNHCR (RSD) and the Long-Term Legal Solutions project (LTLS). The NSM Officer will also assist the Legal Solutions Manager in the preparation of the team to provide technical support to Thai authorities and act as legal representative of clients under the NSM process.

Key Responsibilities

Case Management:

  • Maintain good working knowledge of guidelines, processes and procedures of international and local refugee status screening mechanisms with special focus on NSM;

  • Screen and prioritize clients for “Protected Person” and refugee status claims;

  • Provide legal advice to clients on screening procedure of NSM and UNHCR (Group/Individual)

  • In collaboration with the RSD Team Lead, train relevant staff and volunteers to conduct regular workshops providing information about NSM/RSD applications and long-term legal solution options to refugees and asylum seekers in the community;

  • Provide full legal representation where appropriate for NSM/RSD and LTLS. Functions related to representation of NSM/RSD/LTLS cases include (but are not limited to) the following:

  • Preparation of written statements

  • Assisting in the drafting of legal arguments/submissions

  • Obtaining documents to support client cases such as witness statements, medical reports, etc.

  • Preparation of clients for NSM/RSD/LTLS interviews

  • Follow-up on the status of client cases with the Thai authorities / the UNHCR

  • Undertake country of origin research to support individual claims as well as for general organizational research purposes; maintain knowledge of current political and social situation in the countries of origin of AAT’s clients;

  • Identify cases appropriate for special consideration by UNHCR and draft such requests to be submitted by weekly correspondence to UNHCR;

  • Undertake comprehensive case management practices, including maintaining database records and keeping detailed notes of all case work activities;

  • Adhere to the Nairobi Code of Ethics, AAT Code of Conduct, policies, and manuals.

VLA (Volunteer Legal Assistant) Support:

  • Contribute to supervision of VLAs on the Legal team in their work by providing advice and expertise in case management. Support LSM in reviewing VLA written submissions and workload, and conducting on-going training (noting that the LSM has final responsibility for reviewing and approving all written submissions to UNHCR/Thai authorities.

Relationship Building and Networking:

  • Support the RSD Team Lead in advocacy with UNHCR regarding the RSD/RST process;

  • Support the Legal Solutions Manager in advocacy with Thai government regarding NSM and other relevant policies.

  • Build and maintain relationships with staff and operational partners to ensure the smooth running of the project;

  • Build and maintain strong relationships with asylum seeker and refugee communities in Bangkok;

Advocacy Support:

  • Support Legal Solutions Manager and Executive Director in policy advocacy with focuses on refugee screening mechanisms, international human rights mechanisms and other relevant international policy on refugees

  • Support Policy Advocacy Team as appropriate in the development of training modules for the Government Officials with focus on refugee screening mechanisms

  • Any other responsibilities as assigned by the supervisor.

Minimum Qualifications

  • Bachelor’s degree in law;

  • Extensive experience in development fields, especially in human rights. Refugee rights knowledge is an advantage;

  • A minimum of 2 years experience working in human rights or refugee related fields.

  • Previous experience working with paralegals or community protection mechanisms is a plus.

  • A positive, proactive and out-going attitude with the ability to work well in a diverse and multicultural office.

  • Fluent in Thai (oral and written);

  • Fluent in English (oral and written). Must have writing skills in drafting legal documents;

  • Intermediate working knowledge of Google Suite (Gmail, Sheets, Docs, Calendar) and MS Office.

Preferred Qualifications

  • Experience in working with people from a wide variety of cultures and with interpreters;

  • Experience working in projects financed by international donors and fulfilling project requirements;

  • Demonstrated ability to work with people in vulnerable situations, such as trauma survivors and victims of SGBV and victims of crime.

Hours and Location of Work

The NSM Legal Officer is a full-time position based in our offices in Bangkok, Thailand. Candidates should be aware that some flexibility regarding working hours is required in order to take off hours calls and meetings with international colleagues.
